Felix KemmlerandClaude Sonnet 5 43c82e655b Add migration to drop obsolete Facility.BreakPolicy column

The column was already removed from the entity/config on 2026-08-10 but the
corresponding EF Core migration was never committed, leaving the database
schema out of sync with the model.
